Transforming Nicosia into a Smart, Sustainable and Connected City

The Vision
In March 2019, Dextera signed an agreement with the Municipality of Nicosia to provide specialized technical consulting services for the design and operation of Smart City infrastructure.
This partnership marked the beginning of Nicosia’s transition into a modern, connected, and innovative city — one that leverages advanced technology to improve the everyday life of citizens, enhance efficiency, and foster sustainable urban development.
The Smart City Strategy (2018–2028)
During the first phase of the project, Dextera developed the Smart City Strategy for Nicosia, a comprehensive ten-year roadmap covering the period 2018–2028.
This strategic framework outlined the city’s long-term vision, goals, and key priorities for digital transformation and innovation.
The strategy was further expanded into a detailed Action Plan consisting of 38 specific initiatives, focusing on areas such as:

From Vision to Implementation
In early 2020, the implementation of the strategy officially began.
The first stage of deployment focuses on developing a robust digital backbone for the city, including:

An extensive fiber-optic network across the city center, ensuring reliable, high-speed connectivity.

A high-quality municipal WiFi network providing free, secure internet access in public spaces

A city-wide LoRaWAN network, connecting hundreds of IoT sensors that power real-world applications such as:

Smart waste management

Air quality monitoring
Additionally, real-time video analytics and Artificial Intelligence are being deployed to support smart mobility, public safety, and urban management scenarios — allowing the city to make data-driven decisions and respond quickly to emerging issues.
Open Standards and Interoperability
All technical specifications were designed and documented by Dextera, following an open standards and open architecture approach.
This ensures long-term flexibility, vendor independence, and easy integration with future systems.
As part of the project, Dextera delivered:

Full documentation of data and power interconnections with public infrastructure,

Implementation guidelines for municipal engineers and contractors leading the construction phase.
